Section 1115 Medicade Performance Wavers offered an Avenue to test new approaches in the Medicid that is required by federal law, if different from (in the approach of HHS secretary), the approach is likely to “promote the purposes of the Medicade program”. They can provide additional flexibility to states how they conduct their programs, beyond the quite flexibility available under the current law. Wavers generally change the priorities from one presidential administration to another along with the priorities identified by the states.
