Since 2001, the KFF program on Medicid and Uninstarded has administered regular surveys of states about their home and community-based services (HCBS) programs and their eligibility policies for those for those who are eligible for medicade based on 65 years and old age (eg, “Non-Magi” is compiled here.

Medicade HCBS Survey is sent to officers who administration of Medicade HCBS programs in all 50 states and Columbia district. The survey is sent to each state official to supervise the administration of HCBS programs (including home health, personal care and discount services). Before 2015, KFF and Researchers at the University of California conducted the survey by San Francisco. Starting in 2016, KFF and Watts Health Policy Counseling have conducted an annual survey. Not all years of surveys are available as the survey was not administered over a few years and in other years, KFF replaced earlier reports with the most recent figures.
Surveys are conducted by the year in which they were administered, which may not match the date of publication or the year of reported data. Some reports include data of over a year.

Medicade is an important source of health and long -term care coverage for people with disabilities and who are 65 years old and older. Medicade routes in which eligibility is based on old age or disability, they are known as the “non-MAGI” route because they do not use modified adjusted gross income (MAGI) financial methods that apply to the route to pregnant people, parents and low-income children. In addition to considering the state of old age/disability and income, many non-MAGI routes also have asset limitations. Since 2015, the survey has been conducted by KFF and Watts Health Policy Consulting. Not all years of surveys are available as the survey was not administered over a few years and in other years, KFF replaced earlier reports with the most recent figures.
